
Hassaan Khawar
Hasaan Khawar is a senior public policy, economic development, and governance professional with over two decades of experience working at the intersection of government reform, private sector development, and investment mobilisation. His work spans national and sub-national governments, international development partners, and the private sector, with a strong focus on translating policy into implementable reforms.
He has led and advised flagship programmes funded by FCDO, World Bank, Asian Development Bank, USAID, and UNDP, including serving as Technical Director and Team Leader for large-scale economic growth and governance programmes in Pakistan. His experience includes designing and implementing reforms in private sector development, public financial management, state-owned enterprises, public-private partnerships, climate finance, urban development, and institutional strengthening.
In parallel, he has held senior government roles, including as a member of the Punjab provincial cabinet, and earlier served in Pakistan's Administrative Service. His private-sector experience includes leadership and business development roles in multinational companies, giving him a practical understanding of investment decision-making and market dynamics.
Hasaan is known for working across political, bureaucratic, and private-sector stakeholders, with a particular strength in navigating political economy constraints and building coalitions for reform. He holds an MBA from Washington University in St. Louis, executive education from Harvard Kennedy School, and an engineering degree from UET Lahore.
